Schools act as a key setting for the promotion of adolescent health and wellbeing. Initiatives based upon the World Health Organisation Health Promoting Schools framework have been shown to have positive impacts on adolescent health, yet are not adopted consistently as policy. This research used policy documents, interviews and observations to explore implementation of the Health Promoting Schools framework in Victorian secondary schools. The findings provided insight into current government support for implementation of the framework and possible factors contributing to how Victorian secondary schools may achieve successful implementation of health promoting schools.
