Road trauma represents an enduring global health crisis. Over the course of the last twenty years, governments have sought to address the challenge of death and serious injury by employing a system-based approach known as Safe System. While the approach suggests a radical rethink of how to limit and stop trauma, less is known about how it is intended to be utilised. The thesis sought to explore this issue from a Victorian standpoint, by examining the conceptual origins of the approach, how policy-makers have integrated it within public policy and finally, perceptions and implementation undertaken by practitioners.
