This thesis is a contribution to the debate on gender and ethical decision-making. The thesis examined gender differences in the moral judgment and reasoning of local government managers. The findings illustrated that ethical decision-making process is a complex interaction between managers’ own values and learned experiences, institutional codes of conduct, community pressures and the wider environment.
