The impact of Chinese Communist Party Schools on the implementation of Suzhi education in China: A case study of Shanghai

The research provides a new network governance perspective for viewing the implementation context for Chinese education policy. It identifies a policy community with policy networks which integrate the CCPS and the education systems. These networks show a power interdependence relationship as they cooperatively deliver a training program to school principals at school level. This training balances the interests of the Party and the government in the implementation of education policy, and plays a decisive role in the implementation of the principal's policy within the school. Indeed, the principal’s policy as received from the CCPS is differentiated from the government’s policy to some degree.
