The conceptualization and implementation of information governance: a design-science approach

IT governance in academic research has traditionally emphasised a framework of control and supervision and has focused attention on technology as the object to be governed. That perspective seems insufficient to understand governance given the current organisational landscape, dominated by the use of revolutionary platforms such as cloud computing, social media, and the presence of Shadow IT among others. The challenge is then to present organisations a type of governance capable of balancing a perspective of control with a more participatory spirit and with a strong emphasis on the effective use of information.
This type of governance is information governance (IG). However, IG is poorly defined and organisations have little guidance on how to implement it. In consequence, the aim of this research is to develop and evaluate a method for the effective implementation of IG in organisations. In order to achieve that aim, the research has adopted a design-science approach. Through the use of diverse data collection methods such as conceptual study, semi-structured interview, focus group, and field evaluation a primary artefact is constructed progressively in the form of a method of implementation of IG. A secondary artefact is also developed in the form of a model of conceptualisation of IG.
The artefacts are presented to the professional community in the form of a practice guide, which represents a clear practical contribution. In terms of academic contributions, design theory is presented in the form of information systems design theory (ISDT) and design research explanatory/predictive theory (DREPT). In consequence, this research presents a new way to approach the study of governance by proposing a more balanced approach between control and participation and a clear emphasis on information rather than technology.
