The enclosed commentary and publications trace and analyze important features of the International Covenant on Civil and Political Rights [ICCPR]. This thesis comprises five Parts. Part I contains an overview of the thesis, which summarizes and supplements the main body of the thesis,
contained in Chapters 1 to 8. Part II contains a precis of each of the Chapters. Part Ill summarizes my contribution to the academic literature on the ICCPR. Part N contains the substantive chapters of this thesis, which were published between 1995 and 2002. Finally, Part V contains the annexures to this thesis, as well as a list of other relevant publications held on file by the author.
