Relying on empirical data, as well as legal and document analysis, this research evaluates the human rights compatibility of the content and implementation of Ethiopia’s Anti-Terrorism Proclamation. The major research question is whether the content of the Proclamation and the way in which it is being implemented are compatible with Ethiopia’s international human rights obligations and, if not, precisely how the law and its implementation could be better aligned with those obligations.
