This qualitative study investigated shifting views in crisis management (CM) policy and practice, through the views of global leaders. The study found that command and control CM approaches of the 20th century can no longer respond effectively to novel crises in the world. A new paradigm is required that shifts to a model of CM leadership that has a greater focus on adaptive performance and sense-making approaches, and on sustainable development. This will enable complex problem solving across a diverse range of hazards and challenges, so CM leaders can build resilience and future proofing that is essential for these times.
