This thesis discusses the development of a particle timing detector for an experiment searching for a new physics process not observed before. This new physics process produces a very clear signal in the form of a high momentum electron. The timing detector developed in this thesis aims to record when any high momentum particle passes through it to let other systems in the experiment know that a potential signal has come through in amongst many low momentum noise. It also provides a reference time to measure signal electrons. This thesis explains prototype design and construction of the detector and measurements made to see how well the detector will perform.
