The residential care of children forms a major approach to children’s welfare and their protection in the Philippines, however the reasons for the use of this welfare intervention in this context is unclear. This thesis expands understandings of residential care and community-based child protection efforts through the insights and experiences of children and young people as well as program and policy actors. The findings highlight the role of residential care as a child protection mechanism, operating amid a significant community need for welfare and safeguarding.
