The way in which infrastructure is regulated plays an increasingly important role in fulfilling the economic and social objectives that infrastructure is designed to promote. This thesis explores the different forms of contemporary infrastructure regulation and the relationships between them. It aims to provide a better understanding of the relationship between infrastructure regulation and infrastructure development and to inform regulatory policy and design.
