This research project investigates the public value creation through social media in the Saudi Arabian local government context. This research projects used qualitative research method through interviews with government officials and citizen representatives. Critical realism paradigm was applied to identify mechanisms and conditions in order to create public value. The findings revealed a number of mechanisms and conditions that trigger the creation of public value. This research is contributing to the existing knowledge by introducing a model for public value creation using social media applications for local government agencies.
