Venture capital is a form of investment that involves funding innovative startup companies. It produces a range of benefits, and governments around the world are therefore interested in increasing this kind of investment. This thesis considers how governments can best design and use incentives to encourage and increase venture capital investment. It provides a comprehensive list of leading practice policy guidelines and recommendations to enhance policymakers’ capacity to design effective, efficient and appropriate venture capital incentives. It is intended that these guidelines will help policymakers avoid some of the mistakes and failures that have impacted prior policy efforts in this space.
