Institutional Reforms of Water Supply Services in Peninsular Malaysia: A Performance Analysis

This study aims to evaluate the impacts of the institutional reforms that were commenced in the urban water supply services in Peninsular Malaysia in 2008. Its focus was on investigating the post- and pre-reform efficiency of the water utilities and the exogenous factors impacting their operations and institutional arrangements. The institutional reforms did not significantly affect the efficiency of water utilities in Peninsular Malaysia. The institutional reform analysis showed that the administration, law and finance had a significant impact on the performance of the water institutions.
