This thesis aimed to develop understanding of how teachers in two 'professional learning communities' (PLCs) worked to develop their teaching practice and improve their students' learning in civics and citizenship education (CCE). The study investigated the structure, characteristics and functions of the PLCs, and tested the hypothesis that PLCs can influence the improvement of student learning in CCE.
