This thesis examined the government use of social media applications (Gov2.0) towards citizen engagement to achieve Public Value. Taking a trans-disciplinary approach, it proposed the Gov2.0. Public Value Model (GPVM) to explain the synergy between citizens and governments that is needed to co-create PV via Gov2.0. Co-creation and PV are one and the same. They are both based on the premise that the use of collective resources will meet collective needs in a mutually beneficial manner. This is, if we think about it, quite a simple idea. This thesis offers both theoretical and practical contributions with regard to an emerging and evolving phenomenon (i.e., Gov2.0 and PV) that is attracting the interest of researchers and practitioners.
