Structural problems in recordkeeping and archives has led to the disenfranchisement of many from their records. This thesis presents a transformative design for recordkeeping systems that facilitates rights in records and recordkeeping - known as participatory recordkeeping. The design comprises an articulation of requirements for participatory recordkeeping along with new functional and conceptual models. A proof-of-concept system demonstrates how participants can exercise agency in their records and recordkeeping. This design has significant implications for recordkeeping theory and practice.
