This thesis examines research use in public health decision-making by local government authorities in Victoria, Australia, with a focus on the impacts of climate change on health. It contributes to the literature and practice by triangulating data from a systematic review of the literature and a mixed methods study of local government decision-makers. Normalisation Process Theory was used to analyse how research is used. Research use is well integrated in public health decision-making, however, greater organisational buy-in and cross-sector collaboration is needed to energise research use practices.
