The central question addressed by this thesis is whether burn care in Victoria needs reform. Demand, costs, efficacy, and outcomes were identified using administrative, quality and clinical datasets. The adequacy of current burn care standards and infrastructures was examined, and compared with international service models. The evidence of this body of work indicates need for a sustainable funding model, accounting for all activity, including training, education and clinical outreach. A comprehensive state-wide model of care centred on a specialist purpose built and staffed burn service, is required to encompass all services where burn care is delivered.
