Asia as Method in Educational Policy Studies: Understanding Fine-tuning Medium of Instruction Policy Enactments in Hong Kong Schools through Mohap

The thesis examines the enactments of the ongoing language policy in Hong Kong secondary schools (Fine-tuning Medium of Instruction Policy). I focus on how the policy was negotiated and enacted at the level of the school, considering perceptions and interactions across diverse actors. Drawing Asia as method, I use concepts from different sources to explain actors’ interactions. The school practices show mohap among diverse actors in various ways in the local school contexts. The study sheds light on enhancement of school governance. It also provides concrete feedback for policy makers on improving the language policy and educational equity.
