This study intends to explore the perception and experiences of the waste pickers, to the implementation of National Health Protection (NHP). The study found the 60.6% of waste pickers are still living without health protection. Less than 40% waste pickers access the health plan, obtain healthcare desired, satisfied with the healthcare and the staff services. However, the services are only accessible in the address where the capitation is enrolled. They complained about queuing time, discrimination, and quality of medicines, medical procedure and administration. The poor and vulnerable population are still living without health protection, therefore needing overhaul the NHP.
