This thesis examines safety leadership in the mining industry to improve understanding of how it supports and enhances safe performance. Applying a systems-thinking based methodology, it identifies the components of effective safety leadership in terms of the decision-making, behaviours and actions required of leaders at different levels within a mining work system to support continued safe operations. The thesis presents a competency development framework, and corresponding set of optimisation strategies for the mining industry to adopt to develop effective safety leadership.
