It set out to evaluate aspects of measurement and interventions, as well as factors that support or constrain its implementation in the Victorian construction industry. The outcome of this thesis is a framework that aims to guide organisations throughout the various phases of safety culture implementation in construction. It also highlights a number of issues faced with implementing safety culture research into practice, as well as key issues affecting both the theoretical and translational value of the current research.
