The author was a senior adviser to Kevin Andrews during Andrews’ tenure as Minister for Immigration and Citizenship in the Howard Government. Here he outlines some of the dilemmas and pressures confronting immigration policy-makers. He also considers the probable consequences of sidelining the general public in debates about that policy.
