This paper represents the investigation and development of a regional economic strategy and industry initiatives to support the interaction of Regional Industry Collaboration. The work is part of the creation of industry support solutions to issues arising from regional industry development research work. The research work funded by Philip Morris was titled "The Moorabbin Project" which has focussed on South East Melbourne. The paper sets out the content and processes, data, issues and concepts used in the modelling undertaken by the National Institute of Economic and Industry Research and the development of strategies and initiatives by the presenters. The results of this work collectively in precise provided the economic strategy for the Cities of Kingston and Greater Dandenong in South East Melbourne. The working paper sets out the full background to the work as an example of processes necessary to develop the overall direction for industry activity and the support for that activity from the community. A copy of the Regional Economic Strategy is available under a separate cover.
