The Australian Government, like governments of other developed nations, has been faced with greatly increased movements of international visitors, students and other movers. It has experienced less non-compliance with visa conditions than has been evident in most other comparable nations. This article spells out the administrative principles which have guided the officers in charge of managing population movement to and from Australia. For immigration agencies around the world the continual search for better ways to design and deliver visas is a necessity, not a choice. Copyright. Monash University and the author/s
