Since the 1980s the academic performance of boys at secondary school in Australia has (on average) been below that of girls. yet it was not until the late 1990s that this shortfall made it onto the agenda of educational decision makers. This article examines who was responsible for the delay and why, eventually, the education of boys is near the top of public concerns about educational outcomes. Copyright.
