A fair approach to Net Neutrality

The Network Neutrality Debate remains unresolved in the US and elsewhere with views widely polarised. Approaches we recommended to the FCC in 2007 remain valid for bringing fairness to broadband networks whilst at the same time providing appropriate ways to manage traffic.
