明确特殊情况再生育政策：

根据新条例，七种情形可以依法生育第3个或以上子女，具体包括：

1、已生育两个子女的夫妻，经地级以上市病残儿医学鉴定组织鉴定，其中一个或两个子女均为残疾儿，不能成长为正常劳动力，且医学上认为可再生育的，可再生育一胎子女；

2、再婚夫妻，再婚前一方未生育，另一方生育一个子女，再婚后生育一个子女，可再生育一胎子女；

3、再婚夫妻，再婚前一方未生育，另一方生育两个或以上子女的，可再生育一胎子女；

4、再婚夫妻，再婚前一方生育一个子女，另一方生育一个或两个子女的，可再生育一胎子女；

5、再婚夫妻经批准再生育的子女，经地级以上市病残儿医学鉴定组织鉴定为残疾儿，不能成长为正常劳动力，且医学上认为可以再生育的，可再生育一胎子女；

6、因子女死亡无子女的，可再生育两个子女；

7、因子女死亡只有一个子女的，可再生育一胎子女。

Clarify the rebirth policy for special circumstances:
According to the new regulations, there are seven circumstances in which a third or more child can be born according to law, including:
1. For couples who have given birth to two children, if one or both of their children are disabled children who are identified by the medical identification organization for disabled children listed at the prefecture level or above, who cannot grow into a normal labor force, and the couple is medically considered to be able to reproduce, may have another child;

2. For remarried couples, if one party has no children before remarriage, the other party has one child, and after remarriage has one child, then they can have one more child;
3. For remarried couples, if one party did not have children before the remarriage, and the other party has two or more children, they can have one more child;
4. For remarried couples, if one party has one child before remarriage, and the other party has one or two children, they can have one more child;
5. For remarried couples who have been approved to have another child, if the child has been identified as disabled children by the medical identification organization for disabled children listed on the prefecture level or above, who cannot grow into a normal labor force, and if the couple  is medically considered to be able to have another child, they can have another child;
6. For the couple whose children died and has no children, they can have two more children;
7. For the couple whose children died and only has one child, they can have another child.
