本报讯(记者王旻)12月3日,山西省处置非法集资领导组办公室发布提示,有不法分子以投资充电桩名义进行非法集资。对此,广大民众应保持警惕,尽早防范。
近日,省处置非法集资领导组办公室发布了警示案例。今年春节前夕,某地市民举报有3家连锁门店,采用“购买共享充电桩投资分红”的投资方式向不特定对象吸收资金。经了解,该公司宣称投资一个14千瓦一体式双枪32寸液晶广告屏交流桩,总费用为32000元,使用年限10年。每个广告屏可承接10条广告循环展示,每条广告每周收取广告费100元,每年收益52143元,桩主获取总收益的50%。以此计算,10年可获取广告收益260715元。经核查,该公司吸收资金近60万元,参与人数约20人。今年8月,涉事门店全部关闭。不久之后,涉事公司的资金兑付也因资金链断裂而停止。
据介绍,以投资充电桩名义开展非法集资存在较大风险隐患。案例中,涉事公司虽给每位投资人印发了自制的“产权证”,但其自制的“产权证”未经过国家产权部门登记,不能证明充电桩已真正属于投资人名下。另外,投资人不能及时掌握充电桩实际情况,存在一桩多卖甚至根本无实物的风险;宣称通过广告运营获取较高收益的模式缺少稳定性和持续性,存在资金链断裂风险。
省处置非法集资领导组办公室提醒,一般而言,如有较好市场前景的项目,通常会采用引进风投的形式进行融资,而不是面向社会大众直接融资。因此,对于投资新兴产业或者陌生行业,要保持清醒头脑,不要盲目跟风。

Hence, the general public should remain vigilant and take precautions.
The Office of the Shanxi Provincial Leading Group on Combating Illegal Fund-Raising recently issued a warning. On the eve of Spring Festival his year, a public member reported that three chain shops collected funds from unspecified investors using the investment method of "buying shared charging piles and investing in dividends." The company claimed that by investing in a 14-kilowatt one-piece double-gun 32-inch LCD advertising screen AC pile at 32,000 yuan with a 10-year service life, each advertising screen could undertake ten advertising cycle displays for a weekly advertising fee of 100 yuan, with an annual income of 52143 yuan. The pile owners get 50% of the total income. In this calculation, ten years can generate advertising revenue of 26,0715 yuan. It was verified that the company had collected nearly 600,000 yuan in funds from about 20 investors. In August of this year, all the shops involved were closed. Shortly after, the company stopped paying out funds due to a broken capital chain. According to the report, there is a greater risk of illegal fund raising in the name of investing in charging piles. In the case, although the company in question issued each investor a self-made "title deed", the "title deed" was not registered by the state property department and could not prove that the charging pile belonged to the investor. In addition, the investors could not grasp the actual condituon of the charging piles, and there was a risk of multiple sales of piles or even no physical products at all; the claiming to obtain higher income through advertising and operation lacked stability and sustainability, and there was a risk of breaking of the capital chain.
The Office of Shanxi Provincial Leading Group on Combating Illegal Fund-Raising reminds us that projects with good market prospects usually introduce venture capital for financing rather than collecting direct funding from the public. Therefore, for investment in new or unfamiliar industries, it is important to keep a clear head and not follow the trend blindly.
