The ARROW project was funded in October 2003 for three years to establish institutional repositories at the four ARROW Consortium partners, Monash University, Swinburne University of Technology, the University of New South Wales and the National Library of Australia. The research outputs of the university partners will be exposed to a wider audience through their inclusion in these repositories, encouraging further collaboration between researchers and facilitating broader adoption of the benefits arising from their research. In addition to establishing an ARROW repository to record research by independent scholars and to manage some digital materials in its collections, the National Library of Australia is providing the ARROW resource discovery service by harvesting metadata from the ARROW repositories, This paper describes the development of ARROW over the first year of the project.
