Birrell, Bob Healy, Ernest Globalisation and temporary entry Beginning on 1 August 1996, the Australian Government implemented a radical deregulation of temporary entry provisions governing foreign persons working in Australia on contracts of three months to four years. The result has been a significant increase in the numbers visaed, particularly on-shore, plus evidence that the program is being exploited in ways inconsistent with the Government’s objectives.
